Two Arrests for Child Endangerment

On July 28, 2015 at approximately 2032 hours, officers with the College Station Police Department received a call in regards to a theft that was in progress at Wal-Mart located at 1815 Brothers Ave. in College Station, Brazos County, Tx. As the officers were enroute to the scene, the suspect was attempting to flee from an employee of Walmart. While the suspect was fleeing, he was pushing his 6 month infant in a stroller. At one point, the infant was knocked out of the stroller when the suspect struck the corner of a building with a wheel on the stroller. The infant hit the ground after falling from the stroller. The employee attempted to catch the infant but was unable to do so. The suspect began punching the employee in the face before grabbing the infant’s left arm and continuing to flee. The suspect was running while only holding onto the infant’s left arm. The suspect broke through a fence while still holding onto the infant. Upon the CSPD officer’s arrival, the suspect had made it to a vehicle that was occupied by the mother of the infant the suspect was running with. The mother took possession of the infant but refused to let the suspect in the vehicle with them. The suspect saw the responding officers and gave up.

The total amount for the merchandise the suspect was attempting to take was $75.76. The infant was checked out and released at the scene by the College Station Fire Department. The employee received minor abrasions to his face.

The suspect was arrested and identified as:
Tracy Lavoyce Allen, B/M, a Bryan, TX resident

He was charged with:
Endangering a Child (PC 22.041) 2nd degree felony
Theft $50-$500 (PC 31.03) Misdemeanor B
Assault causing bodily injury (PC22.01) Misdemeanor A

On July 29, 2015 at approximately 0020 hours, officers with the College Station Police Department received a call in regards to a civil disturbance in which a firearm had been discharged. The disturbance was reported to be occurring at 2518 Dartmouth St. in College Station, TX. Upon the officers arriving, it was learned a husband and wife had been arguing about their air conditioner and the wife moving out. The argument escalated and the husband retrieved a firearm from a bedroom. He then exited the bedroom and pointed the firearm at his wife. He had made statements previously about killing her and the grandchildren. Based on the earlier statements, the wife feared for her life and the grandchildren. She attempted to disarm the husband to stop him from shooting them. While they were struggling over the firearm, one of the children was standing about five feet away. The firearm was accidently discharged and the bullet lodged into the wall. There were no injuries as a result of the firearm being discharged. The husband was found to have knowingly and recklessly placed the child who was under the age of 15 in imminent danger of death or bodily injury. He was also found to have committed aggravated assault with a deadly weapon when he pointed the firearm at his wife placing her in fear of imminent bodily injury or death.

The suspect was arrested and identified as:
Leonard Charles Morgan, B/M, a College Station, TX resident

He was charged with:
Endangering a Child (PC 22.041) 2nd degree felony
Aggravated Assault with deadly weapon (PC22.02(a)(2)) 2nd degree felony
