College Station City Council Meeting Recap 08/13/2026

College Station City Council met Thursday night. CONSENT AGENDA: passed in its entirety, and unanimously. Council was required to pass two items associated with the November 3, 2026 election, including an agreement with Brazos County to conduct the general municipal election for the City’s Mayor and Council Places 1 & 2. Plus, an approval to hold a special election for City Council Place 5, because councilman Bob Yancy vacates the position to run for mayor. A holdover provision allows Yancy to remain in the position until a replacement is elected. Now that the special election has been approved, candidates wishing to fill the two-year unexpired term for Place 5 can file their paperwork to run. They will have until 6:00pm on Thursday, August 20th to submit their paperwork. Candidates wishing to run for positions in the general election (Mayor and Places 1 & 2) have until 5:00pm on Monday to file. Spending highlights: $162,910 for columbarium units at the Aggie Field of Honor $221,182 for custom benches in the Patricia Street (Northgate) Promenade $437,734.89 for landscaping and maintenance in the Patricia Street Promenade $3,661,308.92 for electric ROW tree-trimming services $623,452.74 for software licensing $199,800 to replace access gate at College Station Utilities Yard Non-financial highlights: Parking schedule changes. Parking will be prohibited on both sides of Welsh Avenue north of Holleman Drive. On Moss Street, Foster Avenue, and Gilchrist Avenue: some portions of the street will become no parking, while other portions will have parking restored. To view a PDF map of affected areas: CLICK HERE. School zones for Cypress Grove Intermediate School and Creek View Elementary have been combined into a single school zone to avoid driver confusion. Agreement with Texas Disposal Systems, Inc. for the collection of recyclables from commercial businesses and multi-family locations. REGULAR AGENDA: Mary Ellen Leonard, Director of Fiscal Services for the City, recommended a property tax rate of $0.530254 per $100 of a home’s value. A public hearing on the tax rate will take place at the next council meeting on August 27, 2026 at 6:00pm in council chambers at City Hall. 12.43 acres at the corner of Rock Prairie and Wellborn Road (in front of The Barracks) was re-zoned to Multi-Family. After Old Wellborn Road was demolished and medians were added along Rock Prairie, limited access to commercial sites was no longer practical. The location will become student housing. Council also paved the way for a multi-family complex and townhomes near College Station High School. Just over 35 acres on Victoria at William D Fitch Parkway was re-zoned to multi-family and middle housing. Councilwoman Melissa McIlhenney stressed the urgency of moving forward with construction of the new public works facility proposed in the FY27 budget as soon as possible, as construction resources and personnel will soon likely be drawn to building Space-X’s Terafab gigafactory. Interlocal government agreement with Brazos County for the conduct and management of the City of College Station General and Special Election that will be held on Tuesday, November 3, 2026. Ordinance authorizing a General and Special Election to be held on November 3, 2026, for the purpose of electing a Mayor, City Councilmember Place 1, City Councilmember Place 2, and to fill a vacancy for the two year remainder of the unexpired term of office of Councilmember Place 5, by the qualified voters of the City of College Station, establishing early voting locations, polling places for this election and making provisions for conducting the election. Semi-Annual Report on System-Wide Impact Fees for Water, Wastewater, and Roadway. Change order amending the Lincoln Center Area Improvements construction contract with BH Harris Construction, LLC by increasing the contract contingency to $61,912 and adding to the scope of work the revised sanitary sewer layout, shade shelter foundation and landscaping in the amount of $58,100.16. Authorizing a purchase from Architarium for columbarium units and spare fronts in the amount of $162,910. Authorizing a purchase from DC Export LLC for custom benches for the Patricia Street Promenade in the amount of $221,182. Construction contract with Yellowstone Landscape for the Patricia Street Promenade maintenance improvements in the amount of $397,940.81 plus the City’s contingency in the amount of $39,794.08 for a total appropriation of $437,734.89. Approval of this item grants authority for the City Manager to authorize project expenditures up to the City’s contingency amount. Franchise agreement ordinance with Texas Disposal Systems, Inc. for the collection of recyclables from commercial businesses and multi-family locations. Ordinance amending Chapter 38, “Traffic and Vehicles,” Article VI, “Traffic Schedules,” Section 38-1014, “Traffic Schedule XIV, No Parking Here to Corner and No Parking Any Time,” of the Code of Ordinances of the City of College Station, Texas, by removing parking on designated portions of Welsh Avenue and Moss Street and adding parking on a portion of Gilchrist Avenue. Ordinance amending Chapter 38, “Traffic and Vehicles,” Article VI, “Traffic Schedules,” Section 38-1008, “Traffic Schedule VIII, No Right Turn and No Left Turn Signs,” and Section 38-1014, “Traffic Schedule XIV, No Parking Here to Corner and No Parking Any Time,” of the Code of Ordinances of the City of College Station, Texas, to remove the no left turn restriction on Edelweiss Avenue at the Rock Prairie Elementary School driveway, to adjust the afternoon posted time on the no left turn restriction on Welsh Avenue at the Rock Prairie Elementary School driveway, and to amend the parking, standing, and stopping restrictions on Edelweiss Avenue between Welsh Avenue and Caterina Lane. BTU Warns Of Scam Phone Calls Threatening Immediate Disconnection

BTU took to Twitter/X this afternoon to warn customers of a new scam. They say customers have reported phone calls from phone number 979-823-7279, impersonating BTU and demanding immediate payment or services will be terminated. BTU will never contact you in this way or threaten immediate disconnection. If you receive a similar call, hang up, and report it.

Former Madison County Sheriff Deputy Arrested for Child Pornography and Assault

The Madison County Sheriff’s Office announced today that former Madison County Deputy has been charged with Possession of Child Pornography and Sexual Assault of a Child. Jerry Wayne Reyes turned himself in to Burleson County Sheriff’s Office in Caldwell Thursday morning. The 24-year-old was employed by the department from October 2024 through July 4, 2026. The investigation is being conducting by the Texas Rangers. Reyes was released just after 11:00am on Thursday after posting bond in the amount of $200,000.
