Last week’s Texas A&M University System Board of Regents meeting was the last one for three members. Governor Perry has nominated three to fill expired terms.
They include two Aggie grads, San Antonio businessowner Elaine Mendoza and Victoria convenience store and petroleum company owner Cliff Thomas. Also nominated was Texarkana businessowner Judy Morgan, who has a graduate degree from the Texarkana campus.
Upon Senate confirmation they will replace Ida Clement Steen, Lupe Fraga, and Gene Stallings. The new regents will serve six year terms.

Judy Morgan of Texarkana is owner and president of Jack B. Kelley Enterprises Inc. She is president of the Women for Texas A&M University (TAMU) at Texarkana Board and a member of the U.S. Compressed Gas Association. She is founder and past president of the Texarkana Susan G. Komen Race for the Cure, co-founder and past president of Texarkana Regional Arts and Humanities Council, co-founder of Texarkana Women for the Arts, and past president of the Sustainers of the Junior League of Texarkana. She is also past president of the Wadley Regional Medical Center Foundation Board and St. James Day School Board of Directors, and a past member of the TAMU at Texarkana Engineering IT School Endowment Board, and TAMU at Texarkana President and Dean of Engineering Selection committees. Morgan received a bachelor’s degree from the University of Houston and a Master of Business Administration from TAMU at Texarkana.
Cliff Thomas of Victoria is owner and CEO of Thomas Petroleum LLC, Speedy Stop Food Stores, and C.L. Thomas Inc. He is a member of the Texas Petroleum Marketers and Convenience Store Association, and the National Association of Convenience Stores. He is also a past board member of the Guadalupe-Blanco River Authority, DeTar Hospital System and Wells Fargo Bank. Thomas received a bachelor’s degree from Texas A&M University.
Elaine Mendoza of San Antonio is president and CEO of Conceptual MindWorks Inc. She is a member of P16Plus Council of Greater Bexar County, board member of Generation Texas San Antonio, and amember and past vice chair of the San Antonio Greater Chamber of Commerce. Mendoza is also a member and past chair of the San Antonio Hispanic Chamber of Commerce and Alamo Workforce Development Inc. She is a past member of the Task Force on Access to Health Care in Texas, and a past board member of the San Antonio Children’s Museum, San Antonio Medical Foundation, Texas Healthcare Trustees, Accion Texas, CHRISTUS Santa Rosa Health Care, and the Texas Higher Education Coordinating Board. Mendoza received a bachelor’s degree from Texas A&M University.
