An office full of boxes arrived Monday at the Washington office of Congressman Bill Flores.

It was President Obama’s proposed federal budget for 2012. The proposal includes raising the national debt by $13 trillion dollars.

Flores, who is opposed to raising the debt ceiling, says there are other options including spending cuts.

Flores says structural changes have to be made in the way the federal government spends money.
