The College Station city council split five and a half hours between more than 40 speakers and its own deliberations before approving its version of land use regulations in the South Knoll residential neighborhood.
The council turned down two major items sought by homeowners and recommended by the planning and zoning commission. The maximum number of unrelated occupants of rental homes remains at four.
Navasota High School football coach Lee Fedora, who owns multiple rentals in College Station, including two in South Knoll, was among those opposing a reduction to two.
Among those voting 4-2 keeping the number of unrelated occupants at four was Julie Schultz, who owns her childhood home in South Knoll.
Schultz also made the motion removing an overnight parking ban, and was part of a unanimous vote requiring two-thirds instead a simple majority of property owners seeking a parking ban based on so-called “character reasons”.
More than 100 people attended Thursday night’s public hearing.
Clayton Powell, who has lived in the same house for 43 years, told the council there were 829 code enforcement calls in the last year.
Pamela Loupot Brummett was among those telling the council to enforce the regulations now on the books.
More than 50 other changes were approved, including a parking ban on the east side of Glade Street weekdays between 7 a.m. and 6 p.m.
