Bryan Police Announces The Death Of Retired Chief Charles Phelps

A retired Bryan police chief has died.

Services were held this Thursday morning (March 28) for Charles Phelps.

BPD’s social media stated Phelps’s 33 year career with BPD included serving as chief between 1980 and 1993.

The Jewett native joined BPD in 1960 and earned honors that included being president of the Texas police association and the Texas police chiefs association, and an appointment to the Texas commission on law enforcement.

Phelps, who after his retirement supported BPD and the community, was 86 years old.
