Bryan Council Rejects Referendum on Unlicensed Personal Care Homes

Unlicensed personal care homes will be allowed in some Bryan residential neighborhoods.

Final city council approval for homes with three or fewer residents came Tuesday night after defeating a motion to ask voters in November to require state licensing.

Among supporters of the referendum was Debbie Alsipp, who says in her 30 years of working in health care she says unlicensed homes scares her.

Another opponent of unlicensed homes, Linda Birdwell, told the council of first-hand experiences she has seen as a former employee.

Unlicensed care homes will not be allowed in residential conservation districts. Owners will be required to register their business with the area agency on aging.
