Bryan Council Hears Summary of Their BTU Audit

Last September, the Bryan City Council approved spending up to $50,000 dollars to do an outside audit of its electric utility. The auditors were before the council Tuesday to recap their draft report.

CPA Alyssa Martin says after reviewing BTU’s performance in 13 areas, 18 recommendations were made.

All the suggestions are at some stage of development or have already been implemented. Martin says one example is having a written policy of what constitutes a BTU purchase versus a contract requiring the City Attorney’s approval.

Another example addressed a question from Councilman Mike Southerland. Martin responded to Southerland wanting a review of a city ordinance to determine if a policy can be written allowing the BTU board to give the General Manager authority to purchase property.

While auditors called on BTU to strengthen the process used in considering contracts and purchasing, the controls that were in place resulted in no negative issues.

While discussed in an open meeting, contents of the auditor’s written draft report were considered confidential.
