Bryan Council Considers Regulating Small Assisted Living Businesses

The Bryan City Council is looking at how the city can regulate assisted living facilities where there are up to four unrelated occupants in the same home.

Three years ago, the council defeated regulating where small operators could locate.

The council defeated a proposal at Tuesday’s meeting, written by Mike Southerland and Rafael Pena, ordering the state to enforce regulations.

 

Assistant city attorney Lauren Crawford said the city can not ask the state to enforce something where is no state law or regulation. State regulations only apply to operations where there are four or more patients.

 

Crawford said they would research what the city could do to regulate the small operations.

Before the council vote, they heard from supporters and opponents during the public comment portion of the meeting.

Supporters included Leroy Johnson and Debra Alsip.

 

 

Opponents included Amanda Bodkin and Tiffany Brinkman, who own unregulated personal care homes.

Bodkin referred to a former owner of small care homes, Rose Rodriguez, who is in prison for crimes related to her operation.

 

 

The council was told an update would be provided at the next meeting.
