Current city regulations don’t allow tattoo parlors in downtown Bryan. 14 speakers at Tuesday’s city council meeting asked to make an exception.
During a workshop earlier in the day, the council directed the planning and zoning commission to consider changing Bryan’s zoning laws for the property at 26th and Sims.

This will be the second time P&Z will address the request. During a workshop on January 17, the commission by consensus decided against directing staff to offer a recommendation.
More recently, Councilmen Richard Cortez and Paul Madison asked for a staff presentation and discussion about possibly changing city zoning regulations.
The request comes from the owners of Arsenal Tattoo and Design. Cliff and Stacy Collard purchased what used to be the old Texaco station and more recently the former Mr. Joe’s boxing gym at 26th and Sims.
The Collard’s sent a letter to supporters asking to speak Tuesday during the public comment portion of the council meeting. The Collard’s letter stated they want to educate the council about modern day tattooing, eradicate old stigmas, and convince them the new shop and their customers will not be a negative presence.
In addition to the tattoo business, plans also call for an art gallery and reference library.
Speakers included other businessowners, local residents who visit the downtown area, and a former Madisonville city councilman who asked that the Bryan zoning regulations be tweaked.
Among the supporters is College Station businessowner Jan Vandivort, who has had Arsenal Tattoo as a neighbor for ten years.
The one opponent who spoke was neighborhood resident Raul Santana.
Arsenal co-owner Stacy Collard says she wished Santana would have visited with her and her husband.
Mayor Jason Bienski closed the meeting with comments directed at Arsenal owners Cliff and Stacy Collard.
