Details will be worked out over the next several months of the planned transformation at the former Plaza hotel property at University and Texas.
College Station Planning and Development Director Bob Cowell says city staff will be working with the developers to present a rezoning request to the Planning and Zoning Commission. Cowell says a P&Z public hearing could occur as early as March.
After the P&Z board gives its recommendation then the application goes to the city council. Once approved by the council, Cowell says the developer will submit design plans among other things before construction begins. Cowell is confident the project can start by late summer.
All buildings surrounding the tower will be demolished. The tower will be converted to student housing. New construction includes additional housing, parking garages, and mixed retail. Cowell expects construction to take two years.

Michael Rosenfeld, the managing partner of the Los Angeles-based ownership group that purchased The Plaza last July, says the first phase of housing and retail wll be completed in the summer of 2013. Yet to be finalized are the total number of housing units, but Rosenfeld expects the tower to contain between 200 and 300, the same range as the former hotel. Rosenfield says the new housing units will include townhomes and cottages.
It is the first venture in Bryan/College Station for Rosenfeld’s company, Woodbidge Capital, but he says the group has Texas properties in Austin and Dallas/Fort Worth.
