Texas Legislature Finishes Special Session

AUSTIN, Texas (AP) _ The Texas House has adjourned, ending the first special session of the 82nd Legislature.

Lawmakers met to consider two remaining bills and sent a minor judicial finance bill to the governor. But they failed to pass a bill that would have outlawed enhanced pat-downs by federal airport screeners unless they have reasonable suspicion that someone is carrying contraband.

The House adjourned a day after the Senate, which wrapped up business on Tuesday. Both chambers passed critical fiscal bills and hurricane insurance reforms that were the impetus of the special session. Approval of those bills means there is little reason for the governor to call another special session.

And Governor Perry issued a news release that did not include any references to holding a second special session.

Perry did include comments about two issues that were not resolved in the special session. Regarding sanctuary cities, Perry stated “Although I am disappointed lawmakers did not finalize legislation that would have banned sanctuary cities, I commend the Legislature’s work to pass measures that further strengthen our legal system through loser pays lawsuit reform, uphold the integrity of the ballot box by requiring voters to present photo ID at polling places, protect unborn life by requiring an ultrasound before an abortion, strengthen private property rights, and increase penalties for individuals who participate in human trafficking.” And in regards to the airport pat-down bill, Perry stated: “And although the airport pat-down bill did not pass, it did initiate a public discussion and some changes in airport security procedures.”
