Thursday night’s College Station City Council meeting lasted approximately 4 hours and 20 minutes. Prior to convening the regular session, Mayor John Nichols made two announcements from executive session: The City would be terminating their contract with Plug and Play The City is making plans to sell a portion of the land adjacent to Costco to Bass Pro Shops. Consent agenda passed unanimously. The main focus of the regular agenda is the city’s proposed $576-million budget and the property tax rate of $0.530254 per $100 valuation. The budget adopted by a vote of 6-1, with Bob Yancy voting against. The tax rate was adopted by a vote of 5-2, with David Smith and Bob Yancy voting against. Just under 10 acres at Harvey Rd and Boonville Road, adjacent to Ascend at Harvey apartments,  was re-zoned from Planned Development District to Townhouse. Land Usage and zoning was changed on approximately 100 acres of city owned land behind the Spring Meadows subdivision. Land use was changed from Business Center to General Commercial. The zoning was changed from Light Industrial to General Commercial  The city says a sports complex and associated hospitality development are proposed within the subject tract. Council approved a measure to remove the future extension of Corporate Parkway between Midtown Drive and William D. Fitch Parkway including associated future bike lanes and sidewalks along with the realignment of the future Spring Creek trail to the existing Lick Creek trail.   Below is the detailed agenda: 7. Presentation, discussion, and possible action on a general services contract with Buyers Barricades Houston, LLC, not to exceed $170,100 for the 2026 TAMU Football Post Game Day Traffic Control. 7.3. Presentation, discussion, and possible action on the first reading of a franchise agreement ordinance with Texan Waste Services, Inc. for the collection of recyclables from commercial businesses and multi-family locations. 7.11. Presentation, discussion, and possible action regarding a funding agreement between the City of College Station and the Brazos Transit District (BTD) in the amount of $400,800 for the FY26 Fiscal Year. 7.12. Presentation, discussion, and possible action on a resolution waiving interest for early repayment of outstanding principal under the City’s HUD-assisted HOME program contract with Santour Court, Ltd. and authorizing the city manager to execute documentation of release and satisfaction of the note and deed of trust.   8. Public Hearing, presentation, discussion, and possible action on the City of College Station 2027 advertised ad valorem tax rate of $0.530254 per $100 valuation resulting in an increase in tax revenues. — PASSED 6-1 (Yancy = NAY) 8.2. Presentation, discussion, and possible action on an ordinance adopting the City of College Station 2026-2027 Budget; and presentation, possible action and discussion ratifying the property tax revenue increase reflected in the budget. — PASSED 5-2 (Smith and Yancy = NAY) 8.3. Public Hearing, presentation, discussion, and possible action regarding an ordinance amending Appendix A, Unified Development Ordinance, Article 4, “Zoning Districts,” Section 4.2 “Official Zoning Map,” of the Code of Ordinances of the City of College Station, Texas by changing the zoning district boundaries from PDD Planned Development District to T Townhouse on approximately 9.75 acres generally located west of the intersection of Harvey Road and Boonville Road. — PASSED 7-0 8.6. Public Hearing, presentation, discussion, and possible action regarding an ordinance amending the Comprehensive Plan – Future Land Use & Character Map from Business Center to General Commercial for approximately 106 acres generally located east of the intersection of Midtown Drive and Corporate Parkway. — PASSED 7-0 8.7. Two men are jailed after a drug bust in Bryan on Wednesday. Bryan Police conducted surveillance on suspected cocaine sales in the 1300 block of Moon Street. Officers say they observed men repeatedly walking between a fence and vehicles as they briefly stopped at the address. The men were identified as 68-year old Bobby Ray Perry and 38-year-old Quentin Lelavr McMiller. A bag discovered at the fence contained 7.4 grams of white powder and 0.15 grams of rock cocaine. Perry was found to have 20.29 grams of crack cocaine inside his car and was arrested for Manufacture/Delivery of a Controlled Substance Penalty Group 1 (4G – 200G). He is being held on $50,000 bond and it was his 17th time at the Brazos County Jail. McMiller had 1.67 grams of crack cocaine and 10.20 grams of marijuana on his person. He was charged with Manufacture/Delivery of a Controlled Substance Penalty Group 1 (1G – 4G) and Possession of Marijuana less than 2 ounces.
