A Brazos County detention officer who resigned during an investigation of improper contact with an inmate was arrested Wednesday (January 14) for having sexual contact with the inmate last September. The arrest report from the sheriff’s office says a combination of inmate phone calls, jail video, and information from another inmate led to interviewing the former detention officer. The arrest report says 34 year old Kylie Kelly of College Station admitted to a romantic relationship that started in January 2025 and the contact that took place in a closet nine months later. A sheriff’s spokesman told WTAW News that the inmate is considered a victim because they were in custody and are unable to consent. After Kelly was booked at the Brazos County jail Wednesday on a charge of violating the civil rights of a person in custody and improper sexual activity with a person in custody, she was released after posting a $40,000 dollar bond. News release from the Brazos County sheriff’s office: The Brazos County Sheriff’s Office recently became aware of a possible improper relationship between a detention officer and an inmate at the Brazos County Detention Center. After learning of the possible relationship, investigators began reviewing the matter, and the employee was placed on administrative leave pending the outcome of the investigation. During the investigation, investigators learned of communication between the officer and the inmate outside of her employment. The detention officer was interviewed by investigators with the Criminal Investigation Division. During the interview, the employee admitted to engaging in sexual intercourse with the inmate during an incident that took place in September of 2025. This type of conduct is unacceptable and will not be tolerated within the Brazos County Sheriff’s Office. Mutual trust between our Office and the community we serve is of the utmost importance. The former officer, Kylie Kelly, had been employed with the Brazos County Sheriff’s Office since September of 2023 and has been arrested for violations of Texas Penal Code §39.04 – Violations of the Civil Rights of Persons in Custody; Improper Sexual Activity with Persons in Custody or Under Supervision.
