The governor’s office and the Bryan ISD school board continues negotiations over possible tax breaks to bring a semiconductor manufacturing and research facility to the RELLIS campus.
During the May 19, 2025 Bryan ISD board meeting, member Joel Bryan acknowledged but did not give details of the ongoing negotiations.
His comments, which were part of the latest meeting of the BISD board’s executive committee, came before the board resumed discussions in executive session. The behind closed doors negotiations have been taking place since September 2024.

Board member Bryan’s reference to JETI is an acronym for the Texas Jobs, Energy, Technology, and Innovation Fund.

Meantime, the governor has announced the recipient of a seventh multimillion dollar grant from his semiconductor innovation fund. The latest grant, for just over $3 million dollars, is going to a Japanese company that is planning to build in Austin, a facility devoted to technical training and research and development. Other grants have gone to one Texas company, three grants to companies based in South Korea, one based in Taiwan, and to Elon Musk’s Space-X corporation.
