Bryan City Council Informed Of The Departure Of The City’s Chief Financial Officer

The transition continues in senior leadership at the city of Bryan.

The city council was informed at Tuesday’s meeting (April 14) that an interim chief financial officer has been hired.

Returning to the city of Bryan is Alicia Kenney, who most recently worked in public accounting in Houston, specializing in auditing governmental and healthcare entities.

Kenney’s prior stint with the city of Bryan included being division manager of fiscal services, accounting manager, and budget supervisor.

Kenney takes over for Katherine Tapscott, who resigned after less than two years as CFO.

The CFO changes follows new city manager Andrew Nelson, who began last November, going on medical leave where he underwent brain surgery last week.

The city’s new police chief, Dean Swartzlander, was promoted to his new position in September 2024.

The city’s new city secretary, Melissa Brunner, was promoted to her new position in August 2024.

The city’s new presiding municipal court judge, Tiffany Thomas, was appointed in April 2024. Thomas was reappointed to the position at Tuesday’s council meeting.

Alicia Kenney serves as the Interim Chief Financial Officer for the City of Bryan, Texas. She brings over a decade of progressive municipal finance experience with the city, where she has held key leadership roles including Division Manager of Fiscal Services, Accounting Manager and Budget Supervisor.

In her current role, Alicia oversees the city’s financial operations, including budgeting, accounting, financial reporting and long-term fiscal planning. She is recognized for her strong background in budget development, financial transparency and operational efficiency, supporting informed decision-making for city leadership and the community.

Prior to joining the City of Bryan, Alicia worked in public accounting at a mid-market firm in Houston, where she specialized in auditing governmental and healthcare entities.

Alicia holds both a Master of Science and a Bachelor of Business Administration in Accounting from the University of Houston.
