Incoming Brazos County Sheriff Names Two Chief Deputies

Incoming Brazos County sheriff Wayne Dicky has announced the appointment of two chief deputies.

The new chief deputy for enforcement is Lieutenant Paul Martinez. He has been with the sheriff’s office for 27 years…most recently managing training, recruiting, and other aspects of the support services division.

Dicky has also reappointed the jail administrator as chief deputy for corrections. Continuing that role is Kevin Stuart, who was recently appointed to that position by departing sheriff Chris Kirk.

News release about the promotion of Paul Martinez:

Sheriff-elect Wayne Dicky has announced his decision to appoint Paul Martinez to serve as his Chief Deputy for Enforcement upon his assumption of office on January 1, 2021. Paul currently serves as the interim Chief Deputy following the retirement of Chief Jim Stewart.

Paul is a native of Bryan, having graduated from Bryan High School, and commenced his career with the Sheriff’s Office in 1993. Paul is married to Beth and is the proud father of two children, Sydney and Tyler.

Paul holds a Master Peace Officer certificate. He was previously the Support Service Lieutenant managing the Training, Recruiting, School Resource Program, and serving as the Commander of the Hostage Negotiations Team. Paul is responsible for managing the budget, policy, and other administrative functions for the Sheriff’s Office.

Paul has also served as the Lieutenant responsible for the Criminal Investigations Division, where he served for seventeen years. In that role, he managed major cases involving Homicides, Crimes against Persons, Financial Crimes, Sex Offender Compliance, and Internal Affairs.

Paul’s institutional knowledge and experience will be a solid addition to the senior leadership team of the Brazos County Sheriff’s Office.

Sheriff-elect Wayne Dicky has announced his decision to re-appoint Kevin Stuart to serve as his Chief Deputy for Corrections upon his assumption of office on January 1, 2021.

Kevin currently serves as the Jail Administrator for Sheriff Chris Kirk and the position will be retitled Chief Deputy, Corrections pending approval of Commissioner’s Court.

Kevin has served the Sheriff’s Office for 19 years. Kevin recently received the national designation of Certified Jail Manager (CJM) by the authority of the American Jail Association through the Jail Manager Certification Commission. He is 1 of 27 Certified Jail Managers in Texas. Kevin holds a Master Peace Officer and Master Jail Officer Certification. He is a Past President of the Texas Jail Association and graduate of the National Jail Leadership Command Academy Class 14.

Kevin is married to Jessica and they have a daughter, Sarah.

Kevin’s experience and education will serve as a valuable asset to the leadership team of the Brazos County Sheriff’s Office.
